近年来持续发展的短彩信业务成为通信运营商信息化收入的重要部分,但个别ICP为了牟利,尝试利用个别设备厂商的漏洞违反短信业务路由原则,逃避省间短信结算,破坏公平竞争环境。经过对通信运营商短信业务路由组织规范的研究,在通信网络中找到合适的监测点,自主开发短信违规路由监测工具,并在2019年入选运营商优秀支撑手段,该成果零投资可部署在各省通信运营商短信网关处,率先解决了无法监测省外的违规短信的问题,制止外省违规行为,保护企业信息化收入。

In recent years,the continuous development of short message service has become an important part of information income of communication operators.However,in order to make profits,some ICP make use of loopholes to violate the routing principle of SMS service,evade inter provincial SMS settlement,and destroy the fair competition environment.After studying the organization and norms of communication operators’SMS service routing,we found suitable monitoring points in the communication network,independently developed SMS routing monitoring tools,and was selected as an excellent support method for operators in 2019.This result can be deployed in various provinces with zero investment.The SMS gateway of the communication operator took the lead in solving the problem of not being able to monitor the illegal SMS outside the province,stopping the illegal behavior of other provinces,and protecting the enterprise information revenue.
