城市基本公共服务设施配置水平评价方法研究

Evaluation Method of Allocation Level of Urban Fundamental Public Service Facilities

基本公共服务的实现是人民对美好生活的愿望。开展基本公共资源配置和服务评价工作,是检验和监督落实党和国家关于民生建设重要理念以及服务政府有效管理决策的科学方法。基于此,从获取基本公共服务资源机会均等化角度出发,围绕保障度、覆盖度、平衡度和便利度四个方面,设计提出了指标体系、模型计算、分析评价的方法。通过在武汉市和襄阳市的应用研究表明,该评价方法具有一定的技术参考价值和实用性。

People’s desire for a better life is the realization of the fundamental public services.It is a scientific method for inspection and supervision of implementation about the important concept of the construction of the people’s livelihood,and effective management decision-making of service for the government,that carrying out fundamental public resource allocation and service evaluation.From the angle of the equal access to fundamental public service resources opportunity,considering four aspects of security,coverage,balance and convenience,we put forward the design methods of index system,model calculation,analysis and evaluation.Results from the application study of Xiangyang and Wuhan show that the evaluation method is valuable technologically and practically.
