党和国家高度重视意识形态工作。从理论基础、现实基础以及历史基础视角探讨我国意识形态话语权建设何以可能,从维护国家文化安全与稳定、引导社会发展方向与激发人民凝聚力的意识形态功能发挥角度明确我国意识形态话语权构建完善的必要性。在系统分析了新的历史方位下意识形态话语权在话语主体、主题、场域、载体和效果方面凸显的新特征,把握其新变化,探索提升人民认可、促进国际认同的意识形态话语权完善路径的基础上,从增强主流意识形态话语底气、激发竞争力与提升引领力方面提出构建思路。

The Party and the State attach great importance to ideological work.The reasons are discussed why the construction of ideological discourse power in China is possible from the perspectives of theoretical basis,practical basis and historical basis.The necessity of constructing and perfecting ideological discourse power in China is clarified from the aspects of arousing the ideological function of maintaining the national cultural security and stability,guiding the direction of social development,and stimulating people's cohesive force.The new features of ideological discourse power are analyzed systematically in the subject,theme,field,carrier and effect of discourse under new historical orientation,and its new changes are grasped.On the basis of the exploration of the path of perfecting ideological discourse power of promoting people’s approval and improving international recognition,the construction ideas are proposed from aspects of strengthening the discourse strength and confidence of mainstream ideology,stimulating its competitiveness and promoting its leading power.
