国土空间规划视角下的海岸带管控分区和利用研究——以青岛胶州湾为例

Study on Zoning and Use Classification of Coastal Zone Planning from the Perspective of Land Space Planning——A Case of Jiaozhou Bay in Qingdao

本研究基于陆海统筹的规划原则,在国土空间规划体系框架下,将海岸带空间规划管控支撑体系分为规划分区管控和用途分类两个方面,分级承接传导、细化落实规划意图和管制要求。在分区管控层面,将海岸带的保护与修复、开发与利用两大空间管控属性作为基础,根据主体功能区定位及管制制度,明确各分区的核心管控目标、政策导向与管制规则;在用途分类层面,针对不同的分区,遵循全覆盖、不交叉、不重叠的原则,确定用途管制制度准入的国土用途。

Based on the planning principle of land and marine development coordination,this paper divides the coastal zone spatial planning management and control support system into two aspects:planning zoning management and control and use classification to undertake hierarchical transmission,and implement the planning intention and control requirements in detail.At the level of zoning management and control,the protection and restoration,development and utilization of the coastal zone are taken as the basis,and the core control objectives,policy guidance and control rules of each division are defined according to the positioning and control system of the main functional area.At the use classification level,the access of the use control system is determined according to the principles of full coverage,non-crossing and non-overlapping.
