国外养老机构产权结构、组织运营与照护质量关系研究述评

Review of the Relationship between Property Right Structure,Organization Operation and Care Quality of Nursing Home Abroad

产权理论观点认为,组织的产权性质影响着组织运营的绩效,组织的目标制约着组织的产权结构和激励机制。对国外养老机构产权结构、组织运营与照护质量关系的实证研究进行述评,印证了不同产权类型的养老机构有不同的激励结构,形成不同的经营目标和管理策略,提供不同的养老服务。同时,上述研究为我国持续推进养老机构改革和发展提供启示,在深入推进养老机构社会化改革以及连锁化、企业化、集团化、规模化经营的同时,政府要加大监管力度,制定合适的激励约束政策,减少养老机构信息不对称现象,降低养老机构利润导向的发展态势,提升养老机构的护理质量,满足人民对养老服务日益增长的新需求。

According to the theory of property rights,the nature of the property rights of an organization affects its operation performance,and the goals of the organization restrict its property rights structure and incentive mechanism.A review of the empirical research on the relationship between the property rights structure,organization operation and care quality of foreign nursing home confirms that nursing home of different property rights have different incentive structures,form different business goals and management strategies,and provide different elderly care services.The above research provides enlightenment for China s continuous promotion of the reform and development of nursing home.With in-depth promotion of the socialization reform of nursing home,as well as chain,corporate,group,and large-scale operations,the government should strengthen supervision and develop appropriate incentive and restrictive policies,reduce the information asymmetry of nursing home,reduce the profit-oriented development trend,and improve the care quality,so as to meet the people s new and growing demand for elderly care services.
