“双循环”新格局下中缅物流产业合作发展研究

Research on China and Myanmar s Cooperation in Development of Logistics Industry under the New Pattern of“Dual Circulation”

本文以中缅两国物流产业合作发展为例,从企业和政府两个维度,运用随机动态合作博弈思想和机制设计理论探究如何建立两国物流产业合作机制、搭建跨国物流产业合作平台是我国帮助物流企业参与国内、国际双循环的重要途径。研究认为,企业层面的核心是在满足参与约束和激励约束条件下,追求合作机制运行成本最小,使合作均衡在纳什均衡基础上不断实现帕累托改进,最终实现帕累托均衡;政府层面要从完善协调机制、提高服务水平、营造公平竞争环境、建立统一的标准体系和便利结算方式等方面优化产业合作发展环境,促进两国物流企业实现共赢发展。

This paper,taking the cooperation and development of the logistics industry between China and Myanmar as an example,explores how to establish an industrial cooperation mechanism between two countries or multiple countries from two dimensions,namely the government and the enterprise,by using the idea of stochastic dynamic cooperative game and mechanism design theory.In terms of the enterprise level,the core is to pursue the minimum operating costs for cooperation mechanism under the conditions that meet the participation and incentive constraints,so that the cooperation equilibrium can realize Pareto improvements continuously on the basis of Nash equilibrium,thus realizing Pareto equilibrium finally.For the government level,it is suggested to optimize the industrial cooperation and development environment and promote the win-win and all-win development of the industries among various countries by perfecting the coordination mechanism,improving the service level,creating a level playing field,and establishing a unified standard system and convenient settlement methods.
