天津乡村产业发展存在的问题及对策建议

Problems and Countermeasures of Rural Industry Development in Tianjin

从天津和其他省市的实践来看,推动农村产业融合发展,有助于加快农业发展方式转变,带动更多资源要素进入农业农村,这是实现天津乡村产业振兴、促进全面振兴的战略选择。近年来,天津农业结构调整效果明显、农村三次产业融合发展不断深入、组织化程度不断提升,乡村产业发展取得显著成效,但与先进省市相比,土地、资金、人才等要素制约比较突出,农业规模化品牌化水平依然较低。本文提出优化农业生产结构、强调规划引领、建立健全多渠道融资政策等方面对策建议,以推进天津乡村产业发展。

From the practice of Tianjin and other provinces and cities,promoting the integrated development of rural industries is conducive to accelerating the transformation of agricultural development mode and driving more resource elements into agricultural countryside,which is the strategic choice to realize the revitalization of rural industry in Tianjin and promote the comprehensive revitalization.In recent years,the effect of agricultural structure adjustment in Tianjin is obvious,the integration and development of three rural industries is deepening,the degree of organization is constantly improving,and the development of rural industry has achieved remarkable results.Although Tianjin rural industry integration development has achieved certain results,compared with advanced provinces and cities,the constraints of land,capital,talent and other factors are more prominent,and the level of agricultural scale branding is still low.This paper put forward countermeasures and suggestions on optimizing agricultural production structure,emphasizing planning guidance,establishing and perfecting multi-channel financing policies,so as to promote the development of rural industry in Tianjin.
