龙岩农村留守儿童关爱服务体系构建研究

Construction of Care Service System for Left-behind Children in Rural Areas of Longyan

农村留守儿童是一个备受关注的复杂的社会问题。基于福建龙岩农村留守儿童现状和关爱服务体系的问卷调查数据及实地调研,结果表明:农村留守儿童主要面临生活、心理和学习三方面的问题。新时期龙岩农村留守儿童关爱服务体系的构建,是基于加强社会保障体系的高质量建设、解决农村留守儿童生活学习困境、破解当前农村留守儿童关爱服务体系中存在的法律法规不健全等现实问题。因此,须健全完善法律法规,增强保障效力;发挥政府主导作用,落实责任到位;发挥学校教育优势,提升管护作用;增强家庭教育功能,提高监护质量;提高社会组织参与度,扩大关爱服务影响力。由此构建具有较强的可操作性的龙岩市农村留守儿童关爱服务体系。

Left behind children in rural areas is a complex social problem which attracts much attention.Based on the questionnaire survey data and field survey on the status quo and care service system of rural left behind children in Longyan,Fujian Province,the results show that the left behind children in rural areas mainly face three aspects of life,psychology,and learning problems.In the new period,the construction of care service system for rural left behind children in Longyan is based on strengthening the high-quality construction of social security system,solving the living and learning difficulties of rural left behind children,and solving the existing laws and regulations in the current rural left behind children care service system.Therefore,it is necessary to improve the laws and regulations,enhance the effectiveness of security,give play to the leading role of the government,implement the responsibility in place,give full play to the advantages of school education,enhance the role of management and protection,enhance the function of family education,improve the quality of guardianship,improve the participation of social organizations,and expand the impact of care services.From the above aspects,the construction of rural left behind children care service system in Longyan City has strong operability.
