Practice and effect of reservoirs flood prevention dispatching in Hunan Province in 2020

2020年汛期,长江流域和洞庭湖水系发生罕见洪水。湖南省水利厅坚持长江流域“一盘棋”,统筹“一江、一湖、四水”(长江,洞庭湖,湘水、资水、沅水、澧水),调度省内骨干大型水库与长江中上游水库群协同拦洪,最大程度发挥了水库防洪作用。系统阐述了湖南省水库防洪现状和水库防洪调度策略,回顾了2020年防御洪水期间的主要调度措施和防洪调度成效,对水库防洪调度工作提出思考。

During the 2020 flood season,unprecedented floods occurred in the Yangtze River Basin and rivers around Dongting Lake.Adhering to the principle of“coordinating all efforts”in the Yangtze River basin,Hunan Provincial Department of Water Resources took a coordinated approach to dealing with“one river(the Yangtze River),one lake(Dongting Lake)and four waters(Xiangjiang river,zijiang river,Yuanjiang river and lishui riv⁃er)”,and carried out coordinated operations of major reservoirs in Hunan Province and reservoirs in the middle and upper reaches of the Yangtze River to hold back floods,giving full play to the flood prevention function of res⁃ervoirs.This paper lays out in full the current situation and strategy of reservoirs flood prevention in Hunan Prov⁃ince,reviews the main dispatching measures and effect of flood prevention dispatching in 2020,and puts forward suggestions.
