摘要
采用实证研究的方法,对甘肃省两个县、湖北省一个区与北京市一个区的政府教育管理部门和中小学开展了教师交流轮岗中利益冲突的调查研究。研究发现:政府和流出校控制交流教师的数量与质量,流入校仅被动参与;流出校与流入校之间的明显差距导致供需双方无法平等合作;校长使用行政权力派出教师,却忽略了教师的主观意愿。以上冲突现象的出现究其缘由是因为教师交流轮岗政策的执行过度依赖行政权力的强制性权威。为了调和利益冲突,本研究建议,运用政府的天然权力优势,采用多种权威合力推进政策有效执行;改善教育管理权力与责任脱节的现状,落实权责统一;合理开展权力规制与转换,提高政策落实效率。
Using empirical research method,the survey on interest conflicts in implementing teacher rotation policy was conducted in two counties in Gansu,one district in Hubei and one district in Beijing.The results show as follows:the government and teacher-giver schools control the quantity and quality of teachers involving in teacher rotation,while the teacher-receiver schools are participating passively;the gaps between teacher-giver schools and teacher-receiver schools cause the unfair relation between supply and demand;school headmasters use administrative power to force teacher rotating,ignoring teachers’preference.The conflicts above are the consequences of over-reliance on the compelling power of administration.To resolve the conflicts,it is necessary to use multiple powers to implementing policy effectively with the natural power of government;joining the gap between power and responsibility of education administration;carrying out power regulation and improving the efficiency of policy process.
