Practical Exploration and Theoretical Innovation of Macroeconomic Regulation of Socialism with Chinese Characteristics

改革开放以来,我国宏观调控成就斐然,总结取得这些成就的原因并构建基于中国实践、体现时代潮流的宏观调控理论具有重要意义。“宏观调控”是在改革开放时期产生的中国特色社会主义政治经济学概念。我国把“调”与“控”两类工具有机结合起来,将宏观调控作为正确处理改革、发展、稳定关系的重要抓手,构建起中国特色宏观调控体系。党的十八大以来,这一体系得到进一步发展,形成了以新常态为大逻辑,以高质量发展为根本要求,以供给侧结构性改革为主线,以“要稳”和“有度”为施策原则的政策框架。理论界应以马克思主义政治经济学为指导,总结和提炼我国宏观调控实践经验,同时借鉴西方经济学的有益成分,推进中国特色社会主义宏观调控理论创新。

Since the reform and opening up,China's macroeconomic regulation has made remarkable achievements,it is important to summarize the reasons for these achievements and construct a macroeconomic regulation theory based on Chinese practice and reflecting the trend of the times.The“macro regulation”is a concept of socialist political economy with Chinese characteristics that arose during the reform and opening up period.China combined the two types of tools:“adjustment”and“control”together,regarded macroeconomic regulation as the key of handling the relationship between reform,development and social stability,built the macroeconomic regulation system with Chinese characteristics.Since the 18th CPC National Congress,this system has been further developed and formed a policy framework that takes the new normal as the major logic,high-quality development as the fundamental requirement,supply-side structural reform as the main line,and“stability”and“appropriateness”as policy principles.The theorists should follow the guidance of Marxist political economy,summarize and refine China's practical experience in macroeconomic regulation,and draw on the beneficial elements of western economics to promote the theoretical innovation of macroeconomic regulation of socialism with Chinese characteristics.
