基于知识服务的网络空间安全战略风险管理研究

Research of Cyberspace Strategic Security Risk Management based on Knowledge Service

近年来,网络空间已经形成并不断发展,从根本上革新了信息的传播方式,使得物理世界和人类活动的关系越来越密切。但从世界范围看,网络空间结构和功能的复杂性、蕴含的极大经济和政治利益以及其本身的固有脆弱性,成为安全威胁和风险日益突出的重要原因,并成为新时期国家安全的全新挑战。网络空间战略风险是一类核心性、结构性、系统性风险,若疏于控制防范将会对网络空间造成重大破坏。为了探索应对这类威胁的方法,研究网络空间战略风险的概念、要素及特征,基于数据驱动安全思想构建了知识化网络空间战略风险预警及评估机制,从而为发展基于知识服务的战略风险管理体系提供新思路。

In recent years,the formation and continuous development of cyberspace has fundamentally revolutionized the way of information dissemination and use,and cyberspace is getting closer to the physical world and human activities.And however,from a global perspective,the complexity of the structure and function of cyberspace,enormous economic and political benefit that it contains,including its inherent vulnerability,have become important reasons for the increasingly prominent security threats and risks,and at the same time have become new challenges to national security in the new era.Strategic security risk is defined as core,structural and systematic risks.If this risk is neglected to control and prevent,it will cause major damage to cyberspace.In order to explore ways to deal with this risk,the concept,elements and characteristics of cyberspace strategic risk are studied,and the knowledge-based cyberspace strategic risk early-warning and assessment mechanism is constructed based on data-driven security ideas to provide for the development of strategic risk management system based on knowledge service.
