基于经济学视角的水源工程生态修复价值评估

Evaluation of Ecological Restoration Value of Water Source Engineering Based on Economics

基于生态修复的现实意义,对当前生态修复价值评估成果中仅考虑生态和社会价值问题的不足,提出基于经济学视角的水源工程生态修复价值评估方法,即将水源工程环境空间划分为水、土壤、大气、声、生物和景观环境,利用恢复费用法、成果参照法、影子工程法及生产力损失法,从保持水质、保持水位、减少地表径流、保持土壤肥力、净化空气、调节小气候效益等方面构建水源工程生态修复价值评估模型。将掌鸠河和清水海两个水源工程生态修复价值评估作为实际案例验证所提评估方法的性能,利用Matlab软件实现测试数据拟合。试验结果表明,所提方法能够从经济学角度高精度评估水、土壤环境等的生态修复价值,可为水源工程生态修复提供理论依据。

Facing the practical significance of ecological restoration,the current ecological restoration value evaluation results have the shortcomings of only considering ecological and social value issues.The value evaluation method of water source engineering ecological restoration is proposed based on economic perspective.Firstly,water source engineering environmental space is divided into water,soil,atmosphere,sound,biology and landscape.The restoration cost method,achievement reference method,shadow engineering method and productivity loss method are used to construct ecological restoration value evaluation model of water source projects from aspects of maintaining water quality and water level,reducing surface runoff,maintaining soil fertility,purifying air,regulating microclimate.The ecological restoration value evaluation of the two water source projects of Zhangjiu River and Qingshuihai were used as actual cases to verify the performance of the proposed evaluation method,and Matlab software was used to achieve test data fitting.Experimental results show that the proposed method can evaluate the ecological restoration value of water and soil environment with high precision from an economic perspective,and can provide a theoretical basis for ecological restoration of water source projects.
