医养结合视角下社区养老服务对策

Countermeasures of Community Pension Service from the Perspective of Combination of Medical Care and Nursing Care

人口老龄化将对社会经济发展产生深远影响,以满足老年基本服务需求为目标,探索适合我国国情的养老服务模式,实现医疗服务和养老服务资源融合,加快我国养老保障制度改革步伐,增强基层老年医疗服务能力,弥补老年护理和康复服务的短板,推进养老服务科学发展。研究基于我国快速老龄化的社会背景,运用有序Logistic回归模型,探析影响医养结合满意度的因素,解析养老服务供给不足、地区医疗水平差距大、养老医疗资源配置不均等现状根源,从医养护结合的实效出发,发挥家庭养老保障功能,增强社区医疗、康复和护理功能,鼓励民间资本加入社区养老,优化社区养老和医疗资源配置,着力培养养老服务专业人才,探索老年人全生命周期的服务模式。

The aging of population will have a profound impact on social and economic development.In order to meet the needs of basic services for the elderly,we should explore the mode of elderly care services suitable for our national conditions,realize the integration of medical services and pension services,accelerate the reform of our pension security system,enhance the ability of basic elderly medical services,make up for the shortcomings of elderly care and rehabilitation services,and promote the scientific development of pension services.Based on the social background of rapid aging in China,this paper uses the ordered Logistic regression model to analyze the factors influencing the satisfaction of the combination of medical care and nursing,and reveals the causes of insufficient supply of elderly care services,large gap in regional medical level,and uneven allocation of medical resources for the elderly.Starting from the actual effect of the combination of medical care and maintenance,the family pension security function can be brought into play,and the functions of community medical,rehabilitation and nursing can be enhanced,and we should encourage private capital to join the community pension,optimize the allocation of community pension and medical resources,focus on training professional elderly care services,and explore the service mode of the whole life cycle of the elderly.
