高校图书馆知识产权信息服务需求调查与竞争力提升路径研究

Research on the Demand Investigation of Intellectual Property Information Service and the Ways to Enhance Competitiveness in University Libraries

开展知识产权信息服务是当前高校图书馆业务转型和发展的重点方向之一。对2019年遴选出的23家高校国家知识产权信息服务中心进行网络调研、电话访谈、QQ咨询等,了解目前实力较强的高校图书馆知识产权信息服务开展情况。通过对湖南两所"双一流"大学师生问卷调查,结合市场需求理论、核心竞争力理论等,系统分析高校用户对高校知识产权信息服务的需求类型、需求缘由、需求内容等,归纳提出高校图书馆知识产权信息服务竞争力提升的主要路径:搭建结构合理的专业人才团队,依托优质信息资源及其分析工具,利用新媒介拓宽用户需求领域,建立项目导向的服务过程和方法,集成资源实现优势学科知识赋能。为高校图书馆提升知识产权治理能力和治理水平,推动高校知识产权高质量发展提供参考和借鉴。

Developing intellectual property information service is one of the key directions of the business transformation and development in current university libraries.The thesis understands the current development of intellectual property information service in university libraries with stronger strength by using Internet survey,telephone interview,QQ reference and other ways among 23 national intellectual property information service centers of universities selected in 2019.By doing questionnaires to teachers and students in"Double-First Class"universities of Hunan,and combining market demand theory,core competence theory and other theories,the thesis systematically analyzes university users’demand type,demand reason,demand content,and so on,concludes and proposes the main ways to enhance competiveness of intellectual property information service in university libraries:building professional talent team of reasonable structure,relying on high-quality information resource and its analysis tools,using new media to broaden the field of user needs,setting up a project-oriented service process and methods,and integrating resources to realize the function assignment of dominant discipline knowledge.Therefore,providing references for university libraries to improve the ability and level of intellectual property management and promoting the high-quality development of intellectual property in universities.
