摘要
分析了粤港澳大湾区的发展基础,从制度层面指出了湾区建设中存在的法律关税制度、政府合作制度、基础设施和资源融通制度等约束条件,提出粤港澳大湾区建设应加强制度创新的路径探索,重点方向是湾区协调发展机制、基础设施共建共享机制、跨境资源融合互通机制,通过制度资源的整合推动形成粤港澳大湾区建设发展新格局。
The research analyzes the development foundation of Guangdong-Hong Kong-Macao Greater Bay Area;points out the constraint conditions,such as law tariff system,government cooperation system,infrastructure and resource financing system;and proposes that institutional innovation pathway exploration of Guangdong-Hong Kong-Macao Greater Bay Area construction should be strengthened.The important direction is the harmonious development mechanism,infrastructure co-construction and sharing mechanism,resource integration cross border system of the bay area.Through the institutional resource integration,new pattern of Guangdong-Hong Kong-Macao Greater Bay Area construction and development can be formed.
