农村环境综合整治生活污水处理现状与对策研究

Present Disposing Situation and Strategy Research of Comprehensive Improvement of Domestic Sewage in Rural Environment

为提升农村水资源质量,保障用水安全,分析了农村环境综合整治生活污水处理现状,指出了其中存在的问题,即:污水不容易收集,很难做到集中处理,污水处理率低。提出了农村环境综合整治生活污水处理的解决措施。应加强政策指导,按照分区域分级别、回用优先、注重实效、宽严相济、偏重管理的原则,分别确定污水排放的控制指标和限值。建立污水分户处理模式、污水集中处理模式、污水城镇管网处理模式。强化污水处理技术,创新处理方式,加快加强对农村生活污水的收集、处理等设施建设。

In order to improve rural water resource quality and guarantee water safety,the research analyzes the present disposing situation of comprehensive improvement of domestic sewage in rural environment,points out the problems,including difficulty in sewage collection,centralized processing and the low disposing rate.Countermeasures of comprehensive improvement of domestic sewage in rural environment are proposed.It is suggested to strengthen guidance;take the principle of partition of area and rank,recycling first,paying attention to actual effect,combining punishment with leniency and emphasizing management;separately define control target and limiting value of sewage discharge;establish sewage family splitting,centralized and cities and towns pipe network disposing model;improve sewage dealing technology;innovate disposing method;and accelerate the facilities construction of the collection and disposing of rural domestic sewage.
