社会组织参与社会治理的现实困境和路径研究

Study on the Realistic Dilemma and Path of Social Organizations'Participation in Social Governance

社会组织是中国特色社会主义现代化建设的重要力量,也是国家治理体系和治理能力现代化的重要组成部分。社会组织参与社会治理,具有表达公众利益诉求、促进政府职能转变、整合社会资源、弥补公共服务不足的现实意义。但由于存在社会组织自身能力不强、政府干预过多、监管机制不够完善、法制环境不够健全等问题,为解决上述问题,还需要在社会组织自身、政府和外部环境三个层面综合施策,形成合力,共同推进社会治理体制创新。

Social organizations are an important force in the modermization of socialism with Chinese characteristics and an impor-tant part of the modernization of the country's govemance system and capacity.The participation of social organizations in soeial gover-nance has the practical significance of expressing the publie interest appeal,promoting the transformation of government functions,in-tegrating social resources and making up for the shortage of public services.However,due to such problems as weak capacily of social organizations,excessive government intervention,imperfect supervision mechanism and imperfect legal environment,it is necessary to take comprehensive measures at the three levels of social organizations themselves,the government and the extermal env ironment,so as to form synergy and jointly promote the innovation of social govermance system.
