水环境质量底线编制实践与思考——以南宁市为例

Practice and thinking of the bottom line of water environment quality compiling:taking Nanning as an example

水环境质量底线是“生态保护红线、环境质量底线、资源利用上线和生态环境准入清单”(简称“三线一单”)的重要内容。针对目前水环境质量底线制定过程中的重点和难点,细化了“三线一单”水环境质量底线制定的技术流程。以南方丰水城市南宁市为例,划定148个水环境控制单元,制定了2020年、2025年和2035年南宁市的水环境质量目标和允许排放量,并划定水环境管控分区,其中水源保护管控区和水源涵养管控区面积占比分别为6.6%、12.2%,工业生活管控区和农业面源管控区面积占比分别为49.1%、32.2%。最后,讨论了水环境质量底线的编制难点和应用重点,并建议进一步开展南宁市清水通道分区分类研究,研究结果对类似城市的水环境质量底线制定具有一定的参考意义。

The bottom line of water environment quality(BLWEQ)is a key element of ecological protection redline,bottom line of environment quality,resource utilization ceiling and environment access list(called“three lines and one list”for short).In view of the key points and difficulties in the process of establishing the BLWEQ,this study refined the technical process of the BLWEQ of“three lines and one list”.Taking Nanning as an example,148 water environment control units were delineated,and the water environment quality objectives and allowable emissions of Nanning in 2020,2025 and 2035 were formulated.The water environment zones were delineated.The area of drink water sources control zone and water conservation control zone accounted for 6.6%and 12.2%,respectively.The critical source area of industry-domestic pollution and agricultural non-point source pollution accounted for 49.1%and 32.2%,respectively.Finally,the difficulties in compiling the BLWEQ and the key points in its application were discussed.It was suggested that further study could be focused on the classification of clear water passages in Nanning.This study could provide some reference for the establishment of the BLWEQ in similar cities.
