摘要
顺应生态文明建设的新要求,绿色勘查正在全国蓬勃开展。我国现行的绿色勘查"标准",规范和引导了勘查活动中的生态环境保护。国外矿业发达国家结合环境、健康、安全和社区关系管理,倡导负责任的勘查。本文通过分析矿业发达国家先进经验,结合我国绿色勘查的实际情况,提出我国绿色勘查演进路径,即从当前以勘查活动中生态环境保护为重点的绿色勘查1.0版本(Environment),逐步升级至2.0版本的健康(Health)+安全(Safety)+环境(Environment)"三位一体"的管理体系(HSE),进一步发展为3.0版本的健康(Health)+安全(Safety)+环境(Environment)和社区(Community)"四位一体"的管理体系(HSEC)。在任何可能的情况下,都遵循"负责任"和"最佳实践"原则。通过不断总结绿色勘查最佳实践经验,发布详细的实践指南,不断升级绿色勘查理念和标准体系,逐步使我国绿色勘查与世界先进理念和标准接轨,以负责任的勘查实践赢得社会认可。
To comply with the new requirements of ecological civilization construction,green exploration is being vigorously car⁃ried out throughout the country.Current green exploration"standards"of China regulate and guide the ecological environment protection in exploration activities.Developed mining countries advocate responsible exploration in combination with environment,health,safety and community.Based on the analysis of the advanced experience of developed mining countries,combined with the actual situation of green exploration in China,this paper proposes the evolutionary path for green exploration in China,that is,from the current green ex⁃ploration version 1.0(Environment),which focuses on ecological environmental protection in exploration activities,gradually upgrade to version 2.0,which is three-in-one management system of Health,Safety,and Environment(HSE),and further developed into 3.0 version,which is four-in-one management system of Health,Safety,Environment,and Community(HSEC).Follow the principles of"responsible"and"best practice"wherever possible.By continuously summarizing the best practice experience of green exploration,issuing detailed practice guidelines,and constantly upgrading the concept and standard system of green exploration.Green exploration of China will gradually be in line with advanced concepts and standards of world,and social license will be won by responsible explora⁃tion practices.
