摘要
基于对政策鼓励、市场规模和技术驱动的宏观背景的分析,以及智慧城市作为房地产企业开展多元业务、谋求战略转型方向的分析,文章提出了作为信息基础设施的智慧城市,在理念上存在偏差,在实践中存在误区。多数智慧城市项目难以突破ICT技术导向的局限,与广义的智慧概念差距甚远,项目多面临顶层设计与落地实施脱节的问题,缺少商业模式、忽视人文关怀的困境。此外,智慧城市的发展在数据安全、技术伦理等方面也存在争议与不确定性。智慧城市需要自上而下与自下而上的实践相结合,房地产企业作为其中的关键角色,需要对智慧城市实践的方向与方式全面审视和反思。
Based on the analysis of the macro background of policy encouragement,market size and technology drive,as well as the analysis of the smart city as a real estate enterprise to carry out diversified business and seek strategic transformation direction,the paper puts forward that the smart city as an information infrastructure has deviation in concept and error in practice.Most smart city projects are difficult to break through the limitation of ICT technology-oriented and far from the broad concept of wisdom,which are faced with the problem of disconnection between top-level design and implementation,lack of business model and neglect of humanistic care.In addition,the development of smart cities is also controversial and uncertain in data security,technology ethics and other aspects.As a key role in the combination of bottom-up and top-down practice,real estate enterprise has to fully examine and reflect on the direction and method of smart city practice.
