随着社会的不断发展,国家对高等教育的投入越来越多,其中用于购买科研、实验和教学仪器设备的经费也越来越多。招标文件是影响招标工作能否顺利进行的重要因素。达到公开招标限额标准的项目也不断增加,为了保证项目的完整性和规避化整为零的风险,提高采购效率,论文根据高校采购工作实际情况,针对以公开招标方式进行采购的项目提出一些建议和意见。

With the continuous development of society,China has invested more and more in higher education.Among them,more and more funds are used to procure instruments and equipment for scientific research,experiment and teaching.The tender documents are the important factor that affects whether the tendering work can proceed smoothly.The number of projects that meet the standard of open tendering quota is also continually increasing.In order to ensure the integrity of the projects and avoid the risk of breaking up the whole into parts,and improve the procurement efficiency,according to the actual situation of universities'procurement work,this paper puts forward some suggestions and opinions for the projects that use open tendering method to carry out procurement.
