基于GIS分析的草原城镇公共设施绩效评价——以明安图镇为例

Performance Evaluation of Public Facilities in Grassland Town Based on GIS Analysis——A Case of Ming Antu Town

草原城镇的公共服务设施布置多表现为布局松散、规模偏小等特征,而由于草原城镇的空间演变及发展,其公共服务设施配置还存在资源浪费、配置不均等情况。十九大乡村振兴战略的提出,带来了草原城镇的快速发展与转型。正镶白旗现各乡镇之间存在公共服务设施配置不均的情况,且其明安图镇中心城区现状城市布局呈现哑铃型,南北分为新旧两区,在公共设施配置等方面存在明显差异。研究采用GIS分析法对正镶白旗和明安图镇中心城区公共设施配置进行研究,选用文化体育、教育科研、医疗卫生三类公共设施,选取设施辐射范围、可达性、设施实际辐射范围、设施服务满意度对明安图镇的公共服务设施进行绩效评价,明确现公共设施配置存在的问题,提出公共设施配置优化策略,从而引导草原城镇的建设与发展。

The layout of public service facilities in grassland towns is mostly characterized by loose layout and small scale,but due to the spatial evolution and development of grassland towns,the allocation of public service facilities in grassland towns still has waste of resources and uneven allocation.The rural revitalization strategy put forward in the 19th CPC National Congress brought promoted the rapid development and transformation of grassland towns.There is an uneven allocation of public service facilities among the villages and towns in Zhengxiangbai Banner,and the present urban layout of Ming Antu Town in the central urban area is dumbbell type,the north and south are divided into old and new districts,and there are obvious differences in the allocation of public facilities.GIS analysis method was applied to study the allocation of public facilities in Zhengxiangbai Banner and Ming Antu Town,and three types of public facilities including culture and sports,education and scientific research,and medical care were selected.The facility radiation range,accessibility,actual facility radiation range,and facility service satisfaction were selected to evaluate the performance of public service facilities in Ming Antu Town.The paper clarifies the existing problems in the allocation of public facilities,and proposes optimization strategies for the allocation of public facilities to guide the construction and development of grassland towns.
