西南边疆跨境民族文化旅游合作利益关系研究

A Study of Interest Relations in Cross-border Ethnic Cultural Tourism Cooperation in the Southwest Frontier

由于我国西南边疆跨境民族文化旅游合作十分依赖政治经济环境,且离不开西南边疆跨境民族所在区域核心利益相关者支持,因此,协调不同层面、不同核心相关者利益关系,将成为西南边疆跨境民族文化旅游合作能否取得可持续发展的关键。文章以利益相关者理论为指导,识别核心利益相关者,即边境地方政府、旅游企业、跨境民族文化遗产传承人、边境居民、文化旅游从业人员和旅游者,并发现利益主体间具有多重共同利益诉求,形成冲突与协作并存的复杂关系。厘清其相互关系,寻找多方之间利益共赢平衡点,以期为缓解核心利益相关者的利益冲突、达成多边共赢提供理论参考借鉴,共促西南边疆跨境民族文化旅游合作可持续健康发展。

Since the cross-border ethnic cultural tourism cooperation in southwest China’s border areas is heavily dependent on the political and economic environment and cannot be conducted without the support of the core stakeholders in the region where the cross-border ethnic groups are located.How to coordinate and deal with the interests of different levels and different core subjects will be the key to the sustainable development of cross-border ethnic cultural tourism cooperation in southwest China’s border areas.Guided by the stakeholder theory,this paper identifies the core stakeholders,that is local border governments,tourism enterprises,cross-border ethnic cultural heritage inheritors,border residents,cultural tourism practitioners and tourists,and finds that the core stakeholders have multiple common interests and demands,forming a complex relationship where conflict and collaboration co-exist.This paper clarifies their interrelationships and searches for a win-win balance among the interests of multiple parties,provides a theoretical reference for alleviating the conflict of interests among core stakeholders and reaches a multilateral win-win situation,so as to promote the sustainable and healthy development of cross-border ethnic cultural tourism cooperation in the southwest frontier.
