大兴安岭林业集团公司培训现状及对策分析 被引量:1

摘要 2015年中央印发《国有林区改革指导意见》,全面启动国有林区改革。改革后的大兴安岭林业集团公司逐步建立了森林资源经营管理体系和森工企业现代管理框架。一方面,应对新形势,履行新任务,必须要有强有力的人才支撑;另一方面,自全面停伐以来,人才流失、缺失问题日益突出,现有人才培训也存在不足,加强人才培训的任务日益紧迫。调研中发现,大兴安岭林业集团公司在干部职工培训工作中存在着培训规模小、培训质量不高等问题。建议:尽快建立完善的培训制度和体系;与我院签订培训战略合作协议,开展全方位培训合作;将大兴安岭林业集团公司纳入局党校教育招生范围,并逐步扩大其选派参训规模;突出重点,创新培训方式,提高培训质量。 In 2015,the Central Government issued Guidance on the Reform of State-owned Forest Areas,comprehensively launching the reform of the state-owned forest areas.After the reform,a management system of forest resources and a modern management framework of forest industry enterprises have gradually taken shape in Daxinganling Forestry Group Company.On one hand,a strong team of talents are important to the Company to cope with the new situation and fulfill new tasks.On the other,since the ban on commercial forests was implemented,the problem of brain drains and lack of talents have become increasingly salient,and there are also deficiencies in existing training.The task of strengthening talent training has become an urgent issue.In the investigation,it is found that the Company is faced up with problems like small scale and low quality in the training.Suggestions to solve the problems include the following:establishing a sound training system as soon as possible;signing strategic cooperation agreement with National Academy of Forestry and Grassland Administration to carry out all-round training cooperation;integrating the Company into the scope of party school education and gradually expanding the scale of selection and participation;giving priority to key areas,innovating training methods and improving training quality.
