摘要
县林业和草原局局长在生态文明建设中发挥着重要作用,提高其素质能力具有十分重要的意义。通过行为事件访谈,结合局长岗位职责要求,归纳提炼出县林业和草原局局长素质能力要素,并通过问卷调查和专家小组讨论修正完善要素指标,构建了包含个性特征、通用能力和专业能力三个维度共14个要素的县林业和草原局局长素质能力模型。县林业和草原局局长素质能力模型的构建为今后加强林业草原人才队伍选拔录用、设计相应的干部培训课程等提供了有针对性和有效性的理论支撑。
Due to the important role in the construction of ecological civilization,the construction of competency model for director of county forestry and grassland bureau has a very important significance.Combined with the requirements of the post responsibilities of the director,this paper discusses the construction of competency model for director of county forestry and grassland bureau using the behavioral event interview in which the competence factors of director are summarized and extracted.Those competence factors of director are revised and improved through questionnaire survey and expert group discussion,and eventually construct the competency model for director of county forestry and grassland bureau.The model consisted of 14 competence factors of three dimensions which of personal qualities,general ability and professional ability.This will provide the theoretical support of pertinence and effectiveness for the selection and employment of talents people and the design of corresponding cadre training courses in forestry and grassland systems.
