浙江省工业部门能源生产力评价与影响因素分解

Research on Energy Productivity Evaluation and Influencing Factor Decomposition of Zhejiang Industrial Sector

基于经济普查数据,采用基于产出的Shephard距离函数的DEA模型,评价了浙江省各地规上工业能源生产力发展状况;采用改进的生产理论分解分析(PDA),分解了各地市能源生产力提升的主要影响因素。研究发现:2013—2018年,各地市能源生产力均有不同幅度提高,但特征差异显著;各地能源生产力水平和生产效率存在分化,宁波市、衢州市和丽水市虽然能源生产力水平较低,但生产效率处于较高水平;碳排放-能源比、技术进步是主要的对能源生产力提升起到促进作用的因素,投入要素劳动力、资本、能源都主要表现为抑制作用,尤其是在浙江中南部地区的地市。基于以上结论,最后提出了相应的政策建议。

Based on the economic census data,the data envelopment analysis(DEA)model based on the Shephard distance function of output was used to evaluate the industrial energy productivity of prefecture-level cities in Zhejiang province,and the improved production-theoretical decomposition analysis(PDA)was used to decompose the main Influencing factors of the improvement of energy productivity.The study found that from 2013 to 2018,energy productivity in prefecture-level cities has increased by different degrees,but the increasement are heterogeneous,and it is inconsistent between energy productivity and production efficiency of them.The carbon emission-energy ratio and technological progress are the main factors that promote the improvement of energy productivity,while labor,capital,and energy are mainly manifested as restraints,especially in cities in central and southern Zhejiang.Based on the above conclusions,corresponding policy recommendations were finally put forward.
