The Project System:the Technical Choice of the Modernization of National Governance——From the Perspective of Technological Politics

不管是社会学还是公共管理学都强调项目制是国家为适应现代社会而采取的治理策略,却忽视了项目制的内在属性,即项目制是一种技术。项目制的技术逻辑不仅能够协调多元项目主体的一致性行动,而且能够提高国家治理的科学化和精细化水平,从而提高公共事务运作的标准化、专业性和效率化,避免了财政资源配置的随意行为。然而,由于技术自主、专家陷阱和结构替代的限制,项目制实施效果远未达到预期并且经常受到批判。通过对项目制技术属性和实践偏离的深度剖析,深刻地意识到为避免项目制的技术风险、增强项目制的实效性,项目制运作应该纳入公民参与。

No matter sociology or Public Administration,it is emphasized that the project system is a governance strategy adopted by the state in order to adapts to the modern society,but the inherent attribute of project system is ignored.That is,project system is a kind of technology.The technical logic of project system can not only coordinate the consistent action of multiple project subjects,but also improve the scientific and refined level of national governance,so as to improve the standardization,specialization and efficiency of public affairs in operation,and avoid the random behavior of financial resource allocation.However,due to the limitations of technology autonomy,expert trap and structural substitution,the implementation effect of project system is far from the expected and often criticized.Through the deep analysis of the technical attribute and practice deviation of project system,the operation of project system should be brought into citizen participation to avoid the technical risk and enhance the actual effect of project system.
