浅析国内外标准版权与标准原文传递服务

Analysis on Standard Copyright and Original Text Delivery Service at Home and Abroad

标准版权是开展标准信息公益服务和标准原文传递服务的前提,然而多年来,我国标准版权问题一直存在争议。随着我国标准在国际标准体系中有更多的话语权,国内外越来越重视标准版权的情况下,研究国内外标准版权对标准原文传递服务的影响,以及在充分尊重标准版权的前提下开展标准原文传递服务尤为必要。本文通过研究国内外标准版权以及相关的版权保护政策,分析合理使用原则以及标准原文传递服务存在的问题,探索了标准原文传递服务需遵守的规则和可行的方式。

Standard copyright is the premise of developing standard information public service and standard original text delivery service.However,Chinese standard copyright has been controversial for many years.As Chinese standards have more voices in the international standard system,and with more and more emphasis on standard copyright at home and abroad,it is particularly necessary to study the influence of domestic and foreign standard copyright on the standard original text delivery service,and to carry out the standard original text delivery service on the premise of fully respecting the standard copyright.This paper studies the domestic and foreign standard copyright and related copyright protection policies,analyzes the principles of rational use and the existing problem of the standard text delivery service,and explores the rules to be followed by the standard text delivery service and the feasible ways of the standard text delivery service.
