云南省完善森林生态效益补偿制度研究

Improvements on Forest Ecological Benefits Compensation System in Yunnan Province

为促进生态保护可持续发展,以云南省为例,论述了对森林生态效益补偿问题的思考。首先,分析了云南省森林生态效益补偿现状,再指出了云南省森林生态效益中存在的可持续利用率低等问题,在此基础上提出完善森林生态补偿的制度,主要包括完善森林生态补偿制度的法律保障,促进标准化和规范化;建立森林生态补偿激励的相容机制;支持云南建立水电开发森林生态补偿政策以及争取国家支持政策建议,以期为完善森林生态效益补偿制度提供一定帮助。

In order to promote the sustainable development of ecological protection,this study takes Yunnan Province as an example to discuss the compensation of forest ecological benefits.Firstly,this paper analyzes the status quo of forest ecological compensation in Yunnan Province,and then points out the problems of low sustainable utilization rate in forest ecological benefits of Yunnan Province.On this basis,it puts forward the improvement of forest ecological compensation system,including,improving the legal protection of forest ecological compensation system,promoting standardization and standardization,establishing the compatible mechanism of forest ecological compensation incentive.It suggests the province to establish forest ecological compensation policy for hydro-power development and strive for national support policy suggestions,so as to provide some help for improving the forest ecological benefit compensation system.
