摘要
深海载人平台全寿期内存在安全、技术和费用等各类风险,需要对其进行识别和管理。论文梳理出深海载人平台全寿期内自然环境、设计技术与配套科研、总装建造等9类风险源。建立了深海载人平台风险管理框架,对风险识别、评估、处理与监控等主要过程进行分析。提出了基于工作分解结构与风险源的深海载人平台风险识别方法,给出了适合深海载人平台的风险分析与评价准则建议,为深海载人平台以及其他深海装备的风险识别与管理提供参考。
Safety,technology,cost and other risks exist on the life cycle of deep-sea manned platform,which need to be identified and managed.In this paper,nine kinds of risk sources,such as natural environment,design technology,scientific research and assembly construction of deep-sea manned platform,are sorted out.Risk management frame of deep-sea manned platform is established,and main processes of risk identification,assessment,treatment and monitoring are discussed.A risk identification method based on WBS and risk source is proposed,and risk analysis and evaluation criteria are established.The paper can provide beneficial reference for risk identification and management of deep-sea manned platform and other deep-sea equipment.
