油气处理厂VOCs排放特征及综合管控对策研究

Analysis on VOCs Emission and Control in Oil&Gas Processing Plant

作为打赢蓝天保卫战、改善环境空气质量的重点污染因子,挥发性有机物的综合管控工作越来越受到重视。目前在以油气处理厂为代表的油气开采辅助行业的VOCs排放研究案例较少,以2家油气处理厂为研究对象,开展VOCs污染源排查与排放量核算,发现VOCs排放源主要集中在有机液体装卸挥发损失,有机液体储存和调和挥发损失,冷却塔、循环水冷却系统释放与燃烧烟气排放,排放途径以无组织排放为主。油气处理厂VOCs综合治理应聚焦无组织排放控制,着力减少重点排放源排放。文章为油气处理厂VOCs源项分析、污染控制和油气开采辅助行业VOCs综合管控提供参考。

The comprehensive control of volatile organic compounds(VOCs),as a key pollution factor to win the battle for a blue sky and better air quality,has received more and more attention.At present,there are few VOCs emission research cases in the auxiliary sectors of oil and gas exploitation represented by oil and gas processing plants.This paper takes two oil and gas processing plants as research objects to conduct VOCs pollution source investigation and emission accounting,and finds that VOCs emission sources are mainly from the volatilization loss during organic liquid loading,unloading,storage and blending,as well as the discharges from cooling tower,circulating water cooling system and flue gases,most of which are fugitive emissions.Therefore,the VOCs comprehensive treatment in oil and gas process plants should focus on the control of the fugitive emissions and reduce emissions from key discharge sources.This paper can provide references for VOCs source analysis and pollution control in oil and gas processing plants and VOCs comprehensive management and control in the auxiliary sectors of oil and gas exploitation.
