打击“杀猪盘”网络诈骗犯罪研究

Study on Crime-fighting Against “Romance Scam” Internet Fraud

以交友婚恋为诱饵的“杀猪盘”网络诈骗,具有犯罪窝点设在境外、内部分工明确、诈骗过程隐蔽、诈骗手法精准等特点,诈骗流程包括寻找目标、培养情感、蛊惑博彩、卷款失联等四个阶段。2019年以来“杀猪盘”网络诈骗案件的多发频发,给和谐社会的构建造成了多重的负面影响,不仅给受害人带来了重大金钱损失和难以弥合的心灵伤害,而且极易引发公众对社会不信任情绪的蔓延。打击“杀猪盘”网络诈骗犯罪,需要在严把用工输出关口、严打网络非法交易、完善实名认证机制、强化防骗宣传教育、加强跨境执法合作等方面做好相应的工作。

“Romance Scam”Internet fraud that uses dating as the bait,usually has the characteristics of overseas retreat,clear separation of responsibilities,underground fraud process,as well as precise targeting and the like.There are several stages including finding targets,bonding,bewildering to gamble,absconding with the money,etc.Since 2019,the recurring cases of“Romance Scam”Internet fraud have negative impact on building a harmonious society.They have not only caused a huge loss of fortune and mental damage,but also led to the spread of public distrust of society.To fight against“Romance Scam”,we need to tighten exports,crack down on illegal online transactions,establish real-name authentication,educate and advocate anti-fraud and strengthen cross-border law enforcement and collaboration.
