论教育扶贫资源配置“内卷化”及改进--以湘西自治州为例 被引量:2

摘要 教育扶贫资源配置是在一个结构性环境中展开的,由于参与权悬置化、最大效用遮蔽化、自主地位边缘化,引致了路径依赖,从而内生性地形塑着教育扶贫资源配置的“内卷化”过程。通过供需对接机制、政策沟通机制、激励相容机制、绩效评价机制、赋权机制、纠偏机制和清单制度等,可以建立适情性配置,使其走出“内卷化”困境。湘西自治州以优先保障性需求为导向,通过推行免单教育和大力发展职业教育,确立适宜州情的教育扶贫目标,从学前教育到高等教育,适性选择、精准发力,实现了教育扶贫资源配置效率的最大化。 The resources allocation of educational alleviation is deployed in a structural environment.A route reliance has been incurred because of the abandonment of participation,the concealment of maximal efficacy and the marginalization of autonomous status,which in turn contributes to the"involution"process of resources allocation of educational alleviation.The"involution"predicament is to be solved by constructing appropriate allocation through the mechanism of supply-demand,policy negotiation,motivation,evaluation,empowerment,error rectification and inventory system,etc.The objectives of educational alleviation have been formed in Xiangxi Tujia and Miao Autonomous Prefecture,with the guidance of first-priority requirement and the expansion of free-education and professional education.The maximal efficacy of resources allocation of educational alleviation has been realized through appropriate choices and targeted forces from preschool education to higher education.
