澳大利亚“三位一体”留学生高等教育质量保障体系探究

On the “Three in One” Quality Assurance System of Australian Higher Education for International Students

澳大利亚作为世界第三大留学目的国,非常重视发展留学生高等教育,将其视为国家战略之一。为克服因留学生规模大幅增长带来的族群融合等社会问题,保障留学生教育质量,21世纪以来,澳大利亚逐步构建起完善的留学生教育质量保障体系,形成了大学、质量保障机构和相关政府机构"三位一体"的质量保障格局,以学术自治为特征的大学内部质量保障机制、以质量审计为特征的社会机构质量保障机制和以统一监管为特征的政府机构质量保障机制积极协同,共同发挥保障作用。推动我国留学生教育质量保障机制创新,要从加强高校的质量保障自主性、积极发展社会中介评估机构、充分发挥政府的监管与服务职能入手。

As the third largest country of international students’ inflow,Australia regarded higher education for international students as its priority and the national strategy.In order to promote ethnic integration and education quality,Australia gradually built up the sound education quality assurance system,forming the "Three in One"quality assurance pattern with universities,quality assurance agencies and relevant government departments involved.There’re such characters as academic autonomy from the university,quality audit from the social institution,and supervision from the government.To improve the innovation of quality assurance system of China higher education for international students,it should strengthen autonomy of the quality assurance,develop the third-party evaluation institutions,and play the supervision role of the government.
