摘要
地方为何热衷“评比表彰”并如何推动其有效执行?本文引入政策执行的组织理论分析视角,从组织关系维度、组织行为特征到政策执行样态研究发现,地方评比表彰执行是技术、邀功与场域逻辑的内在统一。地方政府组织内部官僚制工具理性特征催生的技术治理需求与表彰项目的指标化评比有效契合,形成评比表彰执行的技术逻辑;府际组织间纵向激励、横向竞争的晋升激励特征驱使地方政府热衷于评比表彰,形成评比表彰执行的邀功逻辑;组织外部场域需求与地方政府的互构、互动,形成评比表彰执行的场域逻辑。技术-邀功-场域逻辑是地方评比表彰执行的又一解读,为理解地方政府行为提供了新的视角。
Why are the local governments keen on the rating and commendation projects?This article attempts to answer this question from the perspective of organizational theory,the characteristics of organizational operation logic and the results of local policy implementation.We found that the local governments’action logic of rating and commendation project originates from combination of the technique,the credit claiming and the arena factors.The standardized evaluation procedures conform to the technical governance which is required by the internal bureaucratic governance;the promotion system of vertical incentives and horizontal competition between local governments drive them to win promotion tournaments;interaction of local field subjects and local governments forms the area logic of commendation.This paper tries to provides a new perspective for understanding the logic of the local governments’behavior.
