基于DID方法的煤炭产能调控政策影响效应分析

Analysis of the effect of coal production control policies based on the DID method

随着煤炭行业高质量发展的不断推进,行业的产能调控也来到了新的阶段。煤炭产能调控政策有效性评价研究能够帮助检验现有煤炭产能调控政策的影响效果,指导国家行业管理部门煤炭产业政策的制定。收集了33家煤炭上市公司的数据,构建了双重差分模型,研究了去产能政策对行业整体以及主要产煤省煤炭企业的经济效益、创新能力、安全水平以及绿色发展产生的影响。结果显示,产能调控政策在提升企业经济效益、安全水平及绿色发展水平方面都有显著的积极作用,主要产煤省和非主要产煤省在各个方面受到的影响略有不同。而创新水平的发展则需要进一步的政策支撑。

With the continuous advancement of the high-quality development of the coal industry,the industry’s capacity control has also come to a new stage. Researching on the effectiveness evaluation of coal production capacity control policies can help test the impact of existing coal production control policies and guide the formulation of coal industry policies by national industry management departments. Collecting data from 33 listed coal companies,a double differential model was constructed and the impact of overcapacity policies on the economic benefits,innovation capabilities,safety levels,and green development of coal enterprises was studied in the industry as a whole and major coal-producing provinces. The results show that production capacity control policies have a significant positive effect in improving the economic efficiency,safety level and green development level of enterprises. Major coal-producing provinces and non-major coal-producing provinces have slightly different impacts in various aspects,and the development of innovative levels requires further policy support.
