Optimization and application of subsidy policy for biomass power generation based on multi-objective nonlinear programming

摘要 生物质发电补贴政策对产业发展有着重要意义。为研究我国生物质发电产业补贴政策优化调整方向,构建基于全产业链的多目标非线性规划模型,以内蒙古某生物质电厂为例,设置不同补贴组合情景,寻求"环境-经济-补贴成本"最优解与相应目标值以探讨模型有效性。结果表明:通过调整补贴环节、方式和额度,可以在不增加政府财政负担的情况下,实现环境效益与经济利润的双赢;除目前已广泛施行的上网电价补贴外,原料收购与接网费补贴也应得到更多关注。 The subsidy policy is of great significance to the development of the biomass power generation industry. In order to research on the optimization of China’s biomass power generation subsidy policies and establish a whole-industrial-chain multi-objective nonlinear model, variety of subsidy combinations have been explored to seek the optimal solution to maximize environmental benefit for the public and economic profit for companies, as well as minimize the cost for government subsidies. A case study of an Inner Mongolian biomass power plant was used to find the optimal solution in order to prove the effectiveness of the test model. Study shows that, through adjusting subsidy processes, methods and amount, the application of biomass power generation subsidy model is able to achieve a win-win situation for both environmental benefit and economic profit without creating extra financial burden for the government. Besides the widely implemented feed-in tariff scheme, raw material purchase and access charge subsidy should be paid for more attention.
