基于系统科学的国有企业内部控制体系研究

Research on Internal Control System of State-owned Enterprises Based on System Science

国有企业面临着越来越多的风险挑战。基于系统科学的国有企业内部控制体系的研究有助于完善该体系,帮助国有企业应对复杂的环境和各方面要求。本文分析了我国国有企业内控体系的现状,阐述了系统科学与它的关系,然后从五个方面分析了系统科学在该体系中的体现和对建设这一体系的启示,提出要将立体交叉式的管理结构与智能化的软件系统有机融合,结合这一体系的管理特点建设具有我国特色的国有企业内控体系。

State-owned enterprises are facing more and more risk challenges. The research on the internal control system of state-owned enterprises based on system science is helpful to improve the system and to cope with the complex environment and various requirements. This paper analyses the present situation of the system in China,expounds the relationship between system science and it,then analyses the embodiment of system science in the system and its enlightenment to the construction of the system from five aspects,and puts forward that the three-dimensional and cross-cutting management structure and intelligent software system should be integrated organically,and the internal control system of state-owned enterprises with Chinese characteristics should be constructed according to the management characteristics of the system.
