The Belt and Road Initiative and Global Governance from the Perspective of the Theory of “System Complexity”

全球社会是一个协同的复杂适应系统。在这个系统中,多元适应性主体的复杂关联性会涌现出复杂行为;同时,起支配作用的旧有序参量——西方国际政治逻辑无益于全球社会的稳定发展。在此背景下,中国借助复杂系统观对外交政策进行改革创新,重点表现为建设"一带一路"时,运用"整体性、联系性、过程性"的复杂系统思维对全球社会进行复合治理;推动多元适应主体的互联互通,促进全球治理机制的涌现;并向子系统输入"共商、共建、共享"的新型序参量,推动全球社会的有序协同及向"人类命运共同体"的系统进化。

The global society is a complex adaptive system that needs to coordinate. The complex relevance of multiple subjects will promote the emergence of complex behaviors. The old parameters,Western international political logic,that dominate in the global society is not conducive to maintain the order.Therefore,China innovates the foreign policy by referring to the theory of complex systems. In the process of building the "Belt and Road",China carries out compound governance of the global society from "Overall view,connection view,process view" and promotes the interconnection of multiple adaptive subjects to make the global governance mechanism emerge. Moreover,through continuously imputing the new order parameters of "co-industry,co-construction and sharing"to the subsystems,the synergy of the global society and evolution towards "a community of shared future for mankind" can be finally realized.
