从城市社区功能的发挥、适应社会发展要求以及满足群众日益增长的美好生活的需求角度来看,社区文化治理还存在着发展不平衡不充分的矛盾。由于居民文化参与积极性较低,社区文化工作者办事能力和信息化应用能力欠缺,以及社区文化服务的有效供给能力不足等问题,加剧了社区治理与居民需求之间的矛盾。社区治理要在文化理念和制度机制两方面实现突破创新,着力增强社区的文化软实力,同时创新社区治理体制机制,为社区文化健康发展,提供可靠的制度平台和保障。

The development of community cultural governance is still unbalanced and insufficient from the perspective of urban community function,adapting to the requirements of social development and meeting the people's growing needs for a better life.Due to the low enthusiasm of residents'cultural participation,insufficient capacity of community cultural workers in handling affairs and information applications,and the lack of effective supply capacity of community cultural services,the contradiction between community governance and residents'needs has been aggravated.Community governance should achieve breakthroughs and innovations in cultural concepts and institutional mechanisms,strengthen the cultural soft power of the community,and at the same time innovate community governance systems and mechanisms to provide a reliable institutional platform and guarantee for the healthy development of community culture.
