农户对宅基地价值的主观认知差异及其形成机理研究——基于金寨、余江、宜城三地的农户调查 被引量:11

摘要 客观探讨农户对宅基地价值的主观认知对于制定科学合理的宅基地流转收益分配政策、切实保护农户宅基地产权权益具有积极的现实意义。基于安徽金寨、江西余江和湖北宜城375份农户调查问卷,采用参与式评估方法和分布式认知理论测算农户对宅基地价值的主观认知并剖析其形成机理。结果表明:农户对宅基地价值的主观认知在三类地区之间以及同一地区内部都存在较大差异。个人力、地域力和文化力是影响农户对宅基地价值主观认知的主要因素,但不同认知力的作用力及其作用方向存在较显著差异。因而,在宅基地流转实践中可多渠道了解并积极引导农户形成科学的宅基地价值主观认知,兼顾宅基地客观价值和农户的主观诉求来制定并宅基地流转收益分配政策,有利于显化农村宅基地的财产价值属性、保障农户宅基地产权权益、激励农户积极参与闲置宅基地流转以及提高农村宅基地的配置和利用效率。 An objective analysis of households’subjective cognition towards rural housing land value is of significant help to the formulation of scientific and reasonable schemes for compensation or benefit distribution in rural housing land transfer,as well as to the protection of households’rights and interests.Based on 375 questionnaires in Jinzhai,Yujiang and Yicheng,the paper adopts participatory evaluation method to measure households’subjective cognition towards rural housing land value.Formation mechanism behind it is further studied with the help of distributed cognition theory.The results show that there exist significant differences in households’subjective cognition towards rural housing land value in the three different areas internally and externally.And it is empirically confirmed that individual,regional and cultural forces present as the main influencing factors,which act differently upon the degree and direction.Therefore,it is suggested that households’subjective cognition towards rural housing land value should be understood and guided through various approaches.Besides,the actual value of rural housing land and the subjective demands of households should be taken into consideration when schemes are formulated for compensation or benefit distribution in rural housing land transfer.The above moves will help clarify the property value attribute of rural housing land,protect the rights and interests and promote the motivation for rural housing land transfer of households,as well as make the allocation and utilization of rural housing land more efficient.
