社区教育融入社区治理:理论逻辑与技术路径——基于武昌区社区教育学院的行动研究 被引量:2

摘要 社区治理是社会治理的重心所在,面对“党委在领导、政府在行动、社会无行动,居民不行动”的社区治理困境,社区教育作为以促进个体与社区发展为目的的教育形式,需要在探索融入社区治理、解决社会问题中彰显价值功能。本研究根据乡村建设理论、治理理论,依托社区教育学院及社区学校,对社区教育融入社区治理进行了行动研究:通过组织社区学校的班长议事会,搭建起多元主体参与的平台;通过社会贤能推动,达成民主协商下的目标共识;通过持续的参与行动,形成相互链接的资源网络;通过明晰参与各方的职责定位,促进协同治理。由此,实现了社区教育内容与治理关键要素的契合与对接,形成了社区教育融入社区治理的技术路径。 Community governance is the focus of social govermnance.Facing the dilemma that“the party committee and government are leading while the society and residents are not acting”,community education,aimed at promoting development of individuals and communities,needs to demonstrate its functional value in exploring integration into community governance and solving social problems.Based on theories of rural construction and governance,this study conducts an action research on the integration of community education into community governance.By organizing the class leader council of community schools,a platform for the participation of multiple subjects is established;by promoting of social talents,a conscnsus under democratic consultation is reached;by participating in public affairs persistently,an interconnected resource network is formed;and by clarifying the responsibilies of all parties involved,the collaborative governance pattern is expandeded.Thus,the integration and docking of community education content and key elements of governance are realized,and a technical path for community education to be integrated into community governance is formed.
