摘要
以27份省级的城镇小区配套幼儿园治理文本为对象,采用内容分析法,按照“治理要求”、“治理任务”、“治理步骤”和“治理措施”四个维度,进而形成编码表并归类政策文本的具体内容。借助NVivo-12质性分析软件对政策文本进行处理,进而探究地方政府城镇小区配套幼儿园治理文本的内容结构及其存在问题。研究发现:治理方案趋同性强、地方性不足;治理过程泛化、对治理的现实问题认识不够;治理周期迅速、但治理效果有待评估;治理措施系统、但操作性不强;治理主体多元,但协作水平不高。在此基础上提出地方政府推进城镇小区配套幼儿园治理方面的建议:重视地区差异,促使治理贴切地方实际;加强治理措施的可操作性,细化分类精准施策;明晰前期整改结果,强化治理效果的后期评估;学习协同治理观念,提高多部门协作水平。
This study takes 27 provincial urban district supporting kindergarten governance texts as the object,adopts the content analysis method,takes the four dimensions of"governance requirements","governance task","governance steps"and"governance measures",and then forms the coding table and classifies the specific contents of the policy text.By means of NVivo-12 qualitative analysis software,the policy text is processed,and then the local government urban district is explored,the content structure of supporting kindergarten governance text and its existing problems are concluded.The research shows that:the governance scheme is convergent and local,the governance process is generalized,the understanding of the actual problems of governance is not enough,the governance cycle is rapid,but the governance effect needs to be evaluated,the governance measures are systematic,but the operation is not strong,and the governance subject is diverse,but the level of cooperation is not high.On the basis of this,the author puts forward some suggestions on the local government to promote the kindergarten management in urban district:paying attention to the regional differences,promoting the local practice;strengthening the maneuverability of the management measures,refining the classification and precise strategy;clarifying the results of the early rectification and reform,strengthening the later evaluation of the effect of governance;learning to cooperate with the concept of governance,improving the level of multi-sectorial collaboration.
