新工科建设背景下的高校科技智库发展路径探索 被引量:5

摘要 首先结合我国经济发展新旧动能转换以及国内外高等工程教育发展情况,分析高等工程教育改革的内在动力,简述新工科的提出与发展现状,梳理新工科建设过程中面临的主要问题。随后,概述智库的社会职能与特征,分析认为高校科技智库在新工科建设中的优势特色主要在于精准把握方向、聚焦顶层设计、紧贴企业主体。最后,基于高校科技智库兼具人才培养与政策咨询功能的实际,探讨高校科技智库完善自身建设的重点方向,提出着重从健全制度、建强团队、学科融合、项目申报、产业对接等方面加快高校科技智库建设。 First of all,combined with the transformation of new and old kinetic energy in China’s economic development and the development of higher engineering education at home and abroad,this paper analyzes the internal motive force of the reform of higher engineering education,briefly describes the present situation and development of the emerging engineering subject,and combs the main problems in the construction of the emerging engineering subject.Then,the paper summarizes the social functions and characteristics of the think-tank,and analyzes that the advantages of the think-tank in the construction of emerging engineering courses mainly lie in accurately grasping the direction,focusing on the top-level design,and sticking to the main body of the enterprise.Finally,based on the fact that the science and technology think-tank of colleges and universities has both the function of talent training and policy consultation,the paper probes into the key direction of perfecting its own construction,and puts forward the emphasis on speeding up the construction of science and technology think-tank in colleges and universities from the aspects of perfecting the system,building a strong team,integrating disciplines,declaring projects and docking industries,etc.
