Stduy on the Impact of Covid-19 to Global Economic Governance

新冠肺炎疫情的大扩散对全球经济活动产生了多重影响,对全球分工和既有的全球治理体系形成冲击,导致既有的治理规则受到挑战。本文依据单个国家在全球经济治理中提供公共产品的作用,对二战后全球经济治理演变阶段进行了划分,包括了美国主导的布雷顿森林体系、G7时期的牙买加体系阶段和G20主导的转型治理时期阶段,每一阶段具有显著的异质性特征。新冠肺炎疫情的全球大流行,导致逆全球化进程加速,进一步加大了全球价值链重构难度,国际组织的权威性和效用不断下降,加剧了国际经济治理变革的不确定性。因此,面对新冠肺炎疫情冲击下全球经济治理变革的不确定性,需继续完善国际经济治理合作,打造人类命运共同体,促进全球经济治理的协调合作,适度提供全球经济治理的公共产品。

The large spread of the Covid-19 has had multiple impacts on global economic activities,and has an impact on the global division of labor and the existing global governance system,resulting in challenges to existing governance rules.This paper divides the evolutionary stages of global economic governance after World War II,including the Bretton Woods system is dominated by the United States,the G7 stage after the Jamaican system,and the G20 stage after the 2008 international financial crisis.Each stage has its own characteristics.The global pandemic of the Covid-19 has accelerated the process of counter-globalization,further increased the reconstruction of global value chains,the declining authority and effectiveness of international organizations,and increased the uncertainty of the reform of international economic governance.Therefore,in face of the uncertainty of the global economic governance reform under the impact of the Covid-19,China should improve international economic governance cooperation,build a community of shared future for mankind,promote coordinated cooperation in global economic governance,and provide appropriate public goods for global economic governance.
