摘要
建设粤港澳大湾区国际航运中心关系到湾区港口群的竞争力提升和湾区经济的持续发展,港口群治理是建设湾区国家航运中心的基础。当前,粤港澳大湾区的港口治理仍处于起步阶段,并未形成较为系统全面的治理策略体系,湾区港口间存在着激烈竞争且缺乏有效的协调机制。本文通过对湾区港口群发展与治理回归,提出创新顶层设计打造港口群治理示范区、优化空间格局形成一主两辅的空间布局、港深港口一体化建设香港-深圳组合港、广州港为核心建设枢纽港与航运服务中心等建设国际航运中心的战略构想,并提出建立跨区港口群治理机构、鼓励企业资本合作等路径,以实现湾区港口群的治理。
The construction of an international shipping center in the Guangdong-Hong Kong-Macao greater bay area is related to the improvement of the competitiveness of the port group and the sustainable development of the economy in the bay area.The governance of the port group is the foundation of the construction of the national shipping center in the bay area.At present,the port governance of the Guangdong-Hong Kong-Macao greater bay area is still in the initial stage,and no systematic and comprehensive governance strategy system has been formed.Through the bay port group of development and governance of regression,the top design should be put forward to build the port group of governance innovation demonstration area,and optimizaes the space lattice to form a main two auxiliary port of spatial pattern,the deep integration of port construction new Hong Kong Shenzhen-Shenzhen port layout,constructis Guangzhou port as the core hub port and shipping service center strategic plan of the construction of international shipping center.This paper puts forward some suggestions such as the inter-district port group governance institutions,encourageing enterprises to establish capital cooperation strategy path to realize the bay port group of governance.
