基于京津冀协同发展的碳税与碳排放权交易协调应用机制设计 被引量:8

Design of Carbon Tax and Carbon Emission Trading Based on the Coordinated Development Policies of Beijing-Tianjin-Hebei Region

摘要 产业转移对接协作是京津冀协同发展的实体内容和关键支撑,也是协同发展三个率先突破的重点领域之一。目前的产业转移主要以宏观政策引导、产业政策吸引和行政手段推进为主,并不能从根本上控制二氧化碳排放。结合京津冀三省市工业细分行业二氧化碳排放分析以及碳市场交易情况,电力、热力的生产和供应业,黑色金属冶炼及压延加工业,非金属矿物制品业,石油加工、炼焦及核燃料加工业以及化学原料及化学制品制造业五个细分行业应实施区域统一的碳排放权交易,其余行业实施碳税。建议采取"补贴碳税"的形式保障河北在经济社会发展和居民享受清洁环境方面的公平性;采取"补充碳税"的形式控制河北二氧化碳排放,以实现京津地区的绿色协同发展。 Industrial transfer coordination is the most important support of the coordinated development of the Beijing,Tianjin and Hebei region.The current policy of the industrial transfer is mainly guided by macro policies and promoted by administrative measures.Under the analysis of carbon emissions analysis and carbon trading market of the Beijing-Tianjin-Hebei,the following five industrial subdivision industry:electricity,heat production and supply industry,ferrous metal smelting and rolling processing industry,nonmetal mineral products,oil processing and coking and nuclear fuel processing industry and chemical raw materials and chemical products manufacturing should be implemented regional unified carbon emission trading,the rest industries should be implemented carbon tax.In order to achieve the green and coordinated development of Beijing,Tianjinand Hebei,"Subsidized Carbon Tax"should be used to guarantee the fairness of economy and residents’enjoyment of clean environment of Hebei province."Supplementary Carbon Tax"should be used to control carbon emission in Hebei province.
