乡村振兴战略下农村集体经济组织融资职能的路径重构

Path Reconstruction of Financing Function of Rural Collective Economic Organizations under the Strategy of Rural Revitalization

乡村振兴战略目标下,我国农村正面临产业"再集体化"的趋势,而农村集体经济组织难以解决乡村建设融资的需求问题。为引导金融资源下乡,应按照"合格融资者"目标对农村集体经济组织进行职能重构,激活集体资产金融权能,强化组织与成员间的利益联结机制,并从组织内部治理架构建设、信用中介职能发挥、"政策性金融+政策性担保"的外部支撑机制构建、"农村集体经济组织+混合所有制乡镇企业"的双层融资模式构筑等方面寻求破解之道。

Under the strategic goal of rural revitalization,China’s rural areas are facing the trend of re-collectivization,while it is difficult for rural collective economic organizations to solve the problem of rural construction financing.In order to guide the financial resources to the countryside,we should reconstruct the functions of rural collective economic organizations according to the goal of qualified financiers,activate the financial power of collective assets,strengthen the interest connection mechanism between the organization and its members.And constructing the internal governance structure of the organization,the function of credit intermediary,the external support mechanism of policy finance and policy guarantee,and double-layer financing model are also useful in order to solve the problem.
