“政银企户保”金融扶贫贷款对平泉市食用菌产业的支持效果分析

Analysis on the supporting effect of"Government,bank,enterprise,household,insurance"financial loan for poverty alleviation on mushroom industry in Pingquan City

河北省平泉市将普惠金融与食用菌产业相结合,搭建“政银企户保”资金平台,通过成立市、乡、村三级金融服务体系定点帮扶贫困户参与食用菌生产。为分析“政银企户保”对食用菌产业的支持效果,选取平泉市食用菌产业2008—2018年的数据,对食用菌产值、价格、种植面积及“政银企户保”政策建立多元回归模型。结果显示,“政银企户保”政策及食用菌价格、种植面积对食用菌产值的提升具有正向促进作用,对平泉市食用菌产业的又好又快发展及其他贫困县脱贫致富具有指导意义。

The edible mushroom industry become the leading industry for many poor county governments to shake off their poverty.PingQuan,a city of HeBei Province,as the hometown of edible mushroom in China,has achieved remarkable development since the introduction of edible mushroom industry.The remarkable development achievements are inseparable from the strong support of the government's financial policies."Government-Bank-Enterprise-Household-Insurance"platform guides poor households to participate in production and meanwhile injects production fund into the enterprise to help the development of edible mushroom in PingQuan.In this paper,through selecting data of edible mushroom from the year 2008 to year 2018,to make multivariate logistic regression of value of output with price of edible mushroom、the area of edible mushroom and the financial policy of"Government-Bank-Enterprise-Household-Insurance"to analysis whether this financial policy is positive effect to the industry of edible mushroom,and puts forward the government should flexible adjustment the financial capital,actively publicize the policy for the government to strengthen the endogenous dynamic of out of poverty and other countermeasures.
